All the things you need is included in it's package. If you are talking about azndragons CP.
He includes all in it. to setuo your CP refer to the "Install.txt" in the CP.

Just provide all the necessary informations and your done.
make sure you installed the ff:
MySQL 4.x.x
PHP 3.4.x
WebServer(Appache or other stuff)
and off course a knowledge on how to connect them and make them see the CP.
