Confusing

I'm getting Confuse about the server i don't understand it very much because my english is very bad

I can make the server working Once but when i reboot my computer, the char server always crash

When you reboot your computer, your IP changes, which is called a dynamic IP. Each time you reboot, you'll have to figure out your new IP and change the config files. Don't use No-IP because it doesn't work for most people when creating a server.
