[Help] WOE script and other questions

1.)Hey i know how to turn woe on and off but the server has preset woe times and im just wondering how do i change it to the time i want??

2.)also for npcs how do i add a picture for them??

3.)what file do i put the load screen pics in and how do i make it so it uses them??

4.)Other server data files are in korean... is there a way to tranlate them so i can see what the files are or is that impossible??
