i don't know bro, but i ever get that error too when i was using Microsoft SQL Server 2008 R2 SP2
but when i uninstalled it and installed Microsoft SQL Server 2014 version, login with windows authentication, default instance (SQLExpress), and mixed mode login (sa) account, the server worked

Just create one character, and go to village or something else, and type "/setlevel 1 and your character will have lv 1 :)
