You can play online, just need to connect to a server IP address or host one yourself.

There are alot of db-related issues that have to be addressed; registration and encryption or else anyone can simple log into any user accounts.
Those things will take a while.

the only mode that bots keep the player skins is the assault deathmatch mode,even if they die and respawn,in the others after swtich sides they use generic ct and t skins

Yeah, actually it's how teamchange works in all Valve games for official CPU controlled players (Z bots).
By default CS gives to any zbot default model: gign for CT, leet for TR.
And this comes far-far away from 2003, since Condition Zero with first Z bot out.
So i think there is no way to fix it, with real players everything is OK.

BTW, new launcher version now comes with integrated console.
Press tilde while ingame to call CoD style console and enter commands.
Much easier now to add/remove items.

Does CSO2 have any sort of experience or progression systems like AVA/Special Force/etc? Debating how much time I want to spend fiddling with DB creation and the presence of something like experience gain would help motivate me :)

CSO2 has a progressive leveling + VIP system. Max level @ 99.
It'd be great if you're able to get it working and give your thoughts on the developer's GitHub.

Um the launcher still needs updating. It doesn't support -enablecustom, -lang english and -decryptedfiles. Mine crashes badly and it only works if you don't apply those listed arguments.
