you have not remove data and log folder :)
go to D:\RX-BL20166.Com\RXJH\gs\db remove data & log folder

for start server you need win server 2019 java and redist
nginx for login register and connect on apk
ip 192.168.1.111 for server (or need edit everywhere like on chinese tuto include with files)
that's all

remove db is because idk how db get corrupted and don't start remove it fix the problem (not on chinese tuto)

When logging in acc -> in map_server -> ERROR:Java heap space . Again. :(

windows version ? (make sur 64bits for windows and java)
java version ?
did you delete the db 1 time ?
ram for the windows ?
did you try start process 1 by 1 ?
try use java -Xms512m -Xmx6144m on every java command (find in start.bat)
sure begin with the 1 you have problem
