I have not had a chance to dig into these files yet, but 169.254.x.x is the default address pool for Windows when it can't find a DHCP server. The server may be configured for a specific network space. Either way, that's a garbage IP and you'll want to find a way to statically assign it or see if it has a DHCP server configuration you can modify or something. I suppose you could also try setting your machine into the 169.254.170.x subnet to see if you can connect to it that way.

not found you server ---> server sql database. please repair xy server.ini options ( ip or server name or DB name or pls setup sql DB or pls start sql DB server ! ) OR Commonconfig/DBInformation/ x3 Database.bin files ( usernapme ,password,) settings !!!!!! ,
