I have not had a chance to dig into these files yet, but 169.254.x.x is the default address pool for Windows when it can't find a DHCP server. The server may be configured for a specific network space. Either way, that's a garbage IP and you'll want to find a way to statically assign it or see if it has a DHCP server configuration you can modify or something. I suppose you could also try setting your machine into the 169.254.170.x subnet to see if you can connect to it that way.
