Using the newest client doesn't work with just the ndreg and the textdb. It will only show the GC servers, but I'm sure that is hidden somewhere in the .exe.
Also, have you tried..enabling +13-15 refine on the GS server? They already exist in the inchanttable, so I assume they'd work.
Try changing their values to something other than 0. I can't try it atm, but might be worth a shot.
