This one is close on two fronts.

1. You can buy the Chinese server files, but they are expensive:
真女神转生OL:Imagine - ACG7 - 魔都

2. You can wait for the emulator, I reversed his tools release and the guy can actually code and might just pull it off:

I would think someone here probably has the Chinese server files, maybe they will drop them before the EMU is out but I wouldn't hold my breath for either release.
