What ID did you use to create it, or is this a question regarding someone else server.
Theres 2-3 54 slot bank bags I believe in the bins, I'll go have a look real fast.

Item numbers can differ from server to server as private server developers customize their servers. Item ID 2937605 might be a 54-slot treasury bag on one server, but totally undefined on another. For instance for security I like to re-number all my items to keep hackers from using CE to create common items - if they don't know an item's id, they cant create it - my Item ID for the 54 slot bag might be 1739921 (it isn't nor is it 2937605).
The other thing is that both client and server-side copies of ALL the item .BIN files MUST match 100%. As well the .gfx pictures file names encoded in the bin file must exist and be correct in the .gem files on the client. If any of these are off, you will get errors like that (or worse - a client crash).

The issue is the files your using for the local.
You need to find someone willing to give you the proper ones and im not 100% sure exactly which ones they are personally.
Looking at the icons at the bottom that looks to be a really old client - prolly pre-giants. Certainly not the version of client you would use with a hero-version server.
if that client is being used with the server described in this thread, I am surprised it even works at all.
Yet there are still people who will try and open servers based on it...
Cause people just go with the information given in threads like this and think everything is there ready for them to start and go.

At least not with hero skills and a rigged max level of level 115 lol.
Pre crafting was the best rohan has ever been, cant forget to make sure the blunt mastery buffing bug isnt there though.
try to use the .monster* files from the other world folder 0-2 6-3. I didn't remember which one cause long time ago (in the world folder have another world folder)
