The first Dragonballs you got it is by the quest(and have only ONE wish you can see at videos(because i don't remember))
Then after that you can only get by 2 type of event:
Dragon Ball Hunt: where in your radar appears a mob holding a little percentage of drop a Dragon ball(you need kill a mob 3 level higher than you if you a level 10 you need kill a mob lv 13)at least or you need kill a mob stronger than you(Remind: the Boss Mob have more chance to drop than others mob) then its a random % to they drop...its not always 1% if i remember the drops was about 0.0001% to drop(maybe we really need change this)
this event if me,you and kalisto get all 7 dragon ball...and i go make a wish, you need wait to make your(or use other Dragon Altar)
and Dragon Ball Scrumble: where in entire of the channel(or server i dont remember now) only ONE player can get the 7 Dragon ball example:
Me are holding a dragon ball(1 star)
You are holding another dragon ball(2 star)
Kalisto are holding another dragon ball(3 star)
i can get killing mob till i get the 7 dragon(4,5,6,7) balls BUT still missing the 2Star and 3Star because you and Kalisto have this DB, and now? what i need? i need kill you and kalisto to take it this 2 dragon balls remaining

Not every mob drop dragon balls...only mobs that stronger then your char(if i remember in client-side have a packet with Scheduled event,something like that)
Edit: as you see above in the videos, when you are at event, in client will show a icon with Dragon Ball in the midle
Edit2: to see if the mobs still droping the dragon ball you need the chip in reward(after you clicked 2 times to open the item from Shenlong) without that Radar Chip(Equipped in your Scouter) you can't see at the radar ^^

dragon ball scramble here
After summoning shenron it will get dark for ALL players or only players who are near the player ?
If I remember, when you summon shenron with quest balls it doesn't get dark at all. When you summon dragon with balls, that drop from mobs or from scramble it gets dark for everyone.
However, shenron can be seen for everyone, it doesn't matter if it's quest balls, mob balls or scramble balls
Is it possible to identify items without shop? If yes, how and where?
