Creating new spells for classes/elites/set skills etc?

I'm wondering if it is possible to add new spells into the game, maybe the same way new items can be added through the db editor, and whether the new spells can be learnable by existing classes or via items... if there's a tutorial anywhere I'd appreciate anyone showing me. Thanks
