I need help with making a PBLauncher on Localhost

Hi All ....
I've download all requirements to create > [ Offline-Server = 127.0.0.1 ] <


but i can't start the Game because i don't have a Launcher that can make me enter to game with that IP=127.0.0.1
if can someone help me to create a launcher or give me an already one ....
