Seems a DB problem...but im not really sure,those error messages confuse me...
Ehm.. what does a configuration error have to do with none-released files?
The server obviously does not establish a connection with the SQL Server. You should:
as many many times said already. Maybe you can find out WHY the connection attempt of the server to the SQL Server fails.
Common reasons for this btw. are
- Disabled / Not configured TCP/IP Networking in the SQL Server
- Different IPs in global.cfg and SQL Server Networking Configuration
- Blocked Firewall Ports (Try disabling it completely and test again)
- Wrong / None SQL User Authentification Data specified in global.cfg
- SQL Authentification disabled for the MSSQL Server

If you want to hex edit the configuration files, go right ahead, lol.
