[Kinda Solved] Cant Install Postgresql - error 14 pycurl error 6

Reason : moving to Debian (OneClick server)

Sorry for the mess, im completely new in this fields (server making, this kind of forum, etc)
my fields more to business management xD
but im likely to learn deeply in this field, hope i get more friends here
because i miss AK a LOOOT, but since all the big priv. servers, official servers in total chaos
so i want build my own AK server, totally fix + edit the useless updates, gameplays, etc, so i can play it alone with my family and friends

i use centOS, winSCP, and Putty

i already stuck in this error for more than 12 hours

what ever i do,
- changing the vi /etc/sysconfig/network-scripts/ifcfg-eth0 for the DNS
- my eth0 already active
- rebuild the centos server in virtual box almost 11 times, from yokohiro's .ova, or building my own virtual machine
- changing the centos version, over and over again, from 6.5 to 6.10
- browse any guide in forums, websites, youtube, anything for a answer, nothing work
- my internet already turned on, and no problem with the internet
please anyone or yokohiro, help
i dont want give up,but almost everyway, i already tried, nothing happen
this "error 14 pycurl error 6 - couldn't resolve host" always come out -_-
.
so i just thinking overnight, since my country is extremely restrict in websites accessibility (porn access, inappropriate websites, etc [even they already block reddit, they say its spy websites -_-])
its possible the websites getting blocked by my country's government or my internet provider?

i done copy paste the link to my Putty, without any space , . enter, or any symbols get clicked

lemme explain my step before this bug happen, hope i get perfect answer here t.t
this is nightmare

i always start with sudo vi /etc/sysconfig/network-scripts/ifcfg-eth0 (Or your interface)
if the # ifup eth0 doesn't want to "determining"
- last time, my eth0 does't want to "detemining", just instantly "Device eth0 does not seem to be present, delaying initialization"
what ever i use yokohiro's virtualbox image or building my own VM in virtualbox / VMware
- so i just follow this guide

i following his "Method 2"
because the method 1 does't work because "/etc/udev/rules.d/70-persistent-net.rules=permission denied"
- my eth0 is now working
all the ip is listed in # ifconfig
- go all the way to winSCP / secureCRT to download postgresql
- DIS happen......

(i already try downloading postgresql using VPN [i think, my country blocking the website access] but still doesn't work)

If you use the recommended release, you get the files from @yokohiro.
