Проверить в setup.ini , что пароль от postgresql верен , так же удостовериться , что в ticketserver в setup.ini ваш IP .

P.S Многие люди заменяют все серверный файлы и забывают поменять IP адресса .

3. Проблем с cant create character

Это самая странная ошибка , которая исходит из серверной части , при изменении языка в клиенте такой ошибки не будет .

Проблема стоит в кодировке системы , нужно поменять вашу кодировку на en_US.ISO88591

Расматриваю debian 9.13

Редактируем /etc/default/locale заменяя на кодироку en_US.ISO88591
