as far we found, max level can set up to 99
how to:

go to serverroot edit config.ini

[FUNCTIONSWITCH]
# 最大等級
MAXLevel=99

then go to serverroot/data/db/S_Parameter.ini
go to line: 22

22|99|▒▒▒ŤW▒▒▒Ѽ▒|^M

restart your server, enjoy max level up to 99
probably needs soem tweaking in exp table.

PS: however, logicaly its can be up to 100, db saves as level 100
know bugs:
in character selection screen its look 70
ingame looks 00
