[Tool] Heroes Operation Tool English Translation

Wanted to release the fixed translation file for Heroes Operation Tool.
I know when I first started, having it in Korean was tough to understand.



1. Extract the Texts.xml file in C:\MabinogiHeroes\server\HeroesOpTool
2. After doing so, you will need to restart the tool, so shut down the server, close the application, and relog into it.

Tysm for this tool! Its gonna make things alot easier translating other clients for test, while i use En client for main
