[Tool] Heroes Operation Tool English Translation

Wanted to release the fixed translation file for Heroes Operation Tool.
I know when I first started, having it in Korean was tough to understand.



1. Extract the Texts.xml file in C:\MabinogiHeroes\server\HeroesOpTool
2. After doing so, you will need to restart the tool, so shut down the server, close the application, and relog into it.
