About ServiceCore.dll
My question is If im use client EU 1.69
at servicecore.dll must change to :
<setting name="DSAuxParams" serializeAs="String">
<value>-allowdebug -dev -nonmco -lang na-eu-x-gm</value>
</setting>
or just leave it make defaul like it :
<setting name="DSAuxParams" serializeAs="String">
<value>-allowdebug -dev -nonmco -lang zh-tw-x-gm</value>
</setting>

I run in en-US-x-gm mode, and my DSAuxParams look like this:
<setting name="DSAuxParams" serializeAs="String"> <value>-allowdebug -dev -nonmco -lang en-us-x-gm</value> </setting>
so you would need something along the lines of:
<setting name="DSAuxParams" serializeAs="String"> <value>-allowdebug -dev -nonmco -lang en-eu-x-gm</value> </setting>

In the words of Tannakra:
-nonmco stops it loading nmcogame.dll. It's basically saying "host this locally no need to broadcast it to nexon", from what i can tell anyway lol
