Cannot get mods to work with GSL clone

Running localhost server for v1.69 on Windows 10. I placed the winnsi.dll in the folder with Vindictus.exe and created the appropriate data folder structure for using player_costume.txt. I edited player_costume.txt at first just to swap one inner armor with the default white grandma inner as a test and I have had no results. I read that it does not work correctly with Windows 10, so I downloaded Perx injector and it still did not work. Does anyone have any suggestions?
