Hiring someone to make me a ready for lan play vindictus

Really desperate at this point. For the love of me, all the tutorials are so vague. A newbie like me in making his own server cannot keep up. I was able to setup a server through using a premade one that you load on a VM. But that's as far as I go. I totally gave up on the part where I make it available for lan play. I just want to play Vindictus so bad without grinding. I want to only do raids with friends.

I want the server to be like this:
100% literally on everything: enchant, enhance drops etc etc
maximum ap
all quests unlocked
free every thing in shop and beauty shop.
