[need help] Server Delayed error?

so i dont know what causes this error but imonly trying to localhost this serverand when i followed the tutorial here

Server delay normally is caused by the client not able to connect to the server sided NMserver.exe or HeroesOpTool not having running.
The issue is most likely firewall ports, or webserver setup.
Check to see if any of the ports are being used by another service.

alright so i checked some of the possible port conflicts but nothing seems to be using that and my firewall is permanently turned off for Past issues with other servers
but uh if i may would you please Kinda skim over the steps with me screen sharing? to see if i messed anything up

check your IP in client and server.

if your host is your server, you would see something in http://127.0.0.1 and 404 Not Found

if local network, it could be http://192.168.1.123 and http://192.168.1.123/endpoint.txt

the common network:

vmware's network setting: I test NAT good.

the end point page pops up fine and theres no way to change the ip in the server that ive found so far for detailes on what server im using look at the top

also i am using windows yet seemingly from past replies and threads i have viewed people are using VMware Windows ? on windows!? why use a VM when your already on a windows ??? so confused rn

This problem is a bit more broad ranged from just identifying the exact issue or giving an exact fix .
Now are you trying to run the game on the same machine, or are you running it in a different PC as a server?
Did you change the endpoint link in the game database for it to connect to the right address under ''FeaturesMatrix" table?

But as far as the VM option, is that the VM file is preconfigured instead of having to I stall everything completely from scratch.

using VM solution is often because it's not easy to install Microsoft SQL Server in windows7 or 10.

and make host and server different.

actually, I don't know what's your prooblem. I suggest that just follow tutorial steps by steps.

if somthing wrong happens, tell us what step.
