I would like to start my own offline "server"

I have no idea where to start. I see tutorials but I'm having trouble understanding what I need to start one. Multiple threads seem to lack some information or I just cant understand it lol. Help anyone?

It doesnt provide server files or client files. I don't know which version to use either.
