Creat and/or Modify Skill and Buff's

Good night people, good would like to know how to create from the GM skill a new skill, a friend made for me but it is in place of the GM and I wanted to put it in with the other ordinary skill in the corner here >>


I will get a printscreen to show what I mean.

the number 1 is there in place of GM wanted to put it here along with the other anyone know how?
the guy made equal to the GM but wanted her here to be able to use both.






After I'd like to know how to lower char movement toss time drop the buff. Ex: He lets the skill but he is half stopped after that will drop the other skill of the time this right but the character is kind of stuck after he moves.
Remember whose why had already played once one server that had not the delay of buffs what I want to know if someone can show where it is and what change I am very grateful.
