It's not a compressed archive, and there's no program to open it. There's a WIP importer for Blender, but it's far from functional. You'll need to search the forum for it.

is the maps created in Autodesk 3ds max? Like priston tale?

I have no idea what they use, but it doesn't really matter, as it's a unique format.
