Does a cabal private server have to be in CentOS or would Ubuntu work as well... I realize that Chumpies scripts are for cent os but if the server files were extracted to the correct locations could you not run it in Ubuntu?

Yes as long as you use the "alien" command to install the RPM files. Some manual tweaking will need doing so you will need to be reasonable with ubuntu.
