Lower rate items will drop more than high rate items. This is normal and is how it is supposed to be, rare items are supposed to be rare.
Even if you set all the rates exactly the same you will find it is still a little uneven as the drops are supposed to be randomised. Pick a number between 1 and 3 one hundred times and you definitely won't end up with 33x 1, 33x 2 and 33x 3 as your results.
Also pay attention to the min and max drop limits in the drops as people are very good at ignoring that. Some stuff simply won't drop because you are over or under the limit for the drop. This is the exact reason people use to complain they got no good drops in MF with level 170+ as they were well past the limits due to the limit being around 120-150. The idea is to stop high level people farming in low level areas for easy money.

After Setting the min and max lvl there are 4 0's do setting them affect the rate at all and also could you give me an example of what a good good rate would be a one that would drop alot and one that would be quite rare Thanks
P.S Min lvl set to 1 Max to 200 on all

Generally you only want to change values you know the purpose of as there are some values we simply don't know the function of yet. OptPoolIdx is only for things like chaos lamps, socks and boxes and DurationIdx is obviously what it says. The other two aren't really known.
If you want to adjust on a global scale use the drop modifer in const.scp (or cabal_rates) as that will scale everything up and down. You only need to edit the terrain files if you want to adjust individual item rates.
