Yea it is Minevra Emu i saw screens somewhere else in past. I am not familiar with that software or what it can do but seems you can manipulate with it as you can create some sort of emulators as other p. server of games use.

We can never rule out the chance that the EP15 file has leaked,

If people dont know minerva does run ep15 so its not not real ep15 and it is still in development so its technically not a lie xD

So why make a teaser website for a very incomplete emu ?
Prolly coz people can see it also since its opened source, maybe with a lot of time and work at end something will come up with it. So for some people it might be base start to make something that no1 did which is related to cabal itself.
Actually this minerva version is the 4th or 5th attempt at a CABAL emu by my count.
And there might be even more versions until something actually comes up from it. Seems its not small project and you really need to spend a lot of time until it will become something which people expect it to be. So we can just hope and wait until more time pass so we can see what could really come up from it.
And it would be still managed by me, but I did received an offer and I accepted it.
But I didn't finished with cabal yet, there's a bit more to come sooner or later from my side.
Anyways, it might be Minerva or it might not. There are some(or atleast one) features that we didn't add, but in those ss's you can see that it's available. Either they added it by themselfs or it's not Minerva.
For the same reason that people were setting up Aion servers before they even had working mobs: Just because.
I'd say that would allow people to test the shit that worked, and it was the early aion pay2play days, no mobs aion better than no aion.
True, theres always the Money factor one could think of if it is indeed minerva.
