It times out because it doesn't receive any response from the destination.

Maybe your using an IP that is already in use by your network.

You need to use a static IP and change your local area network (LAN) ip on your computer:

5 Ways to Change your IP Address (Windows) - wikiHow

IP adresses are basic knowhow which is highly recommended if you want to set up your own server. please inform yourself about that topic, because you will need it very often (example: virtual box, cash shop, other people want to connect...)

    Yes, you're absolutely right...
but maybe some small hint is enough to show people where to start working with...
No help is always the wrong way to start and sometimes there's just some little, tiny hint which is enough to get someone into the right direction.

    Re: filezilla/wincsp .

    Let's try this explanation:
Your IP adress is like your house door.
it tells everybody where you can be found! like Country => city => street => house number.
now imagine, you can build houses and you tell both, to have the number 190.170.55.200!
now i ask you: tell me which one is the one i mean if i tell you, to send a package to 190.170.55.200 ? do i mean first build house or second ???

answer: you don't know. there's no way of knowing it. that's exactly the problem your router (or whatever) has. you can't change your ip random or without thinking about the other computers in your network!
if your host has got: 190.170.55.200 and you're using bridged network on virutal box (centos) then you need to change the eth0 ip into 190.170.55.201 because otherwise it would be the same "house"! in addition no other computer in your network should have the same!

    (NEVER use ip's with xxx.xxx.xxx.1 or xxx.xxx.xxx.255)

and be sure to deactivate DNS server in centos if you are using bridge and static ip's, or it will change the ip again!
for me, on eth0, add NETMASK, TYPE, GATEWAY, BOOTPROTO helped to get the right ip adress! but it shouldn't be hard to find that and the correct values you need, just google a bit about centos and ip changing and you'll find what you need!

if that didn't help, please specify your problem and give way more details!

    Greetings

Yeah.... that's the problem by the way! i'm sorry but i have to work a lot and can't help that much! sry. at the moment i'm happy if i have 2 hours freetime a day...

Hm... Did you look up the tutorial section ? there's a video on how to set up the server properly and it's quite well done, i did it the same way and fixed the minor things just with google or another thread in the tutorial section. try to find the guides! and then do your work step by step and properly...

    i remember reading something like:
"don't work, if you didn't sleep enough and don't try to get a server working within 24 hours"

do it slowly and control your steps, try to inform yourself about the steps you're doing and learn what you are doing there! otherwise you'll never be able to run the server and support your players, fix bugs and so on...

    Greetings

    Edit:
Maybe this helps a bit for the beginning:

    Start from 0 on!
i just setup our testserver and maybe i release my own guide and lists, on how to setup it up, but in general, if you follow the way, he did, you should get it to work!

    I don't know how to help anymore.sry!

I meant clean installs / deinstall of SQL server, winScp, centos and virtual box! and look up the adresses used in your lan ! don't use the same ip twice!

i don't think it's because of your provider or you have to reinstall windows! don't "kill" things that aren't the problems!

    Greetings
    MOT7

    Edit:
Maybe a small hint: Look at the versions of centos etc. you're using! try to get the ones that are working together! like centos 5.X and latest virtual box release!
and sql server 2008 R2! not 2005, or vmWare and such things! so now, i can't think of more advises
