U need open port.
People cannot enter your house unless u open the door for them.
whatismyip.com = 85.216.102.228
CentOS IP: 192.168.192.18
cmd - ipconfig: 192.168.192.32
ports are all open and firewalls are off at my windows and centos

i suggest u if i dont use host, if u want to play just with friends install hamachi on centos and run it via hamachi IP and ppl will be able to connect via hamachi.

which IP comes in Internal ? have CentOS IP in Internal, right ?
In internal supposed to be wan ip.
why i can connect with CentOS IP in Internal, but not with WAN IP ?
U have ur wan ip in worldsvr? what is ur router? Make sure it support loopback.

my router is a Horizon Box (Kabel BW) from Germany.. Box is TV LAN WLAN in one.
in WorldSvr_01_XX are my IP from "Enter MSSQL Server IP:" automatically.

Read manual of ur router, and make sure if it has loopback function.

Enter IP for players to connect: WAN IP
Go to website: Open Port Check Tool - Test Port Forwarding on Your Router
Start the SVR
now write the LoginSvr_01 port in the website and click Check.
It says the port is open or closed?

Man my suggestion for you is leave that. You don't have idea about basic things ^^
on the website put WAN IP
Port 38101 is closed on 91.89.234.119.
That is reason why others can't join to your server.
You have to open your ports. Probably your internet provider doesn't allow you to open these port.
