Cabal is not like other games where you get a huge list of gm commands for spawning items etc. In fact very little can be done from inside the game and most of what you refer to as gm commands are actually client test commands. The only real gm commands are below, anything else is a worthless test command that is only good for crashing the client.

In cabal you do almost everything from inside the db not in the game.

Well what good does that do? You can't have any monster events etc. Or even do much as a GM. So If I want epic equips as a GM I have to edit the DB?
Wow thats really a pain in the ass. Wish I had known that before I had bothered setting up a server.
Actually it's not as bad as it sounds. Using GM tools and a decent web control panel (accessed in the game via cash shop) GMs can be given a lot of responsibility. Not much is available now but Cabal is still quite new and it takes time to develop this stuff. My GM tools give GMs a lot of "gimme item" type stuff and anyone with SSH access can trigger scripts and events.

You can only spawn a client-side mob with GM commands. Nobody will see it but you, and you'll DC on attacking it. If you want to add mob spawns, you'll need to edit the *-mmap.scp files. There's a few guides here on how to do that.
