(Help) How to make Force Core Enchantment 100% success rate

Hello.
I am trying to find something about that, and i was not able to find anything related to change the Success Rate from Force Core.

I am talking about when you get your Sloted Item, your Scroll and your Force Cores and go to the NPC to try to put a slot in the item. I Want to make it 100% chance of success.

I looked at "core.scp" and found that:

[FCore_Success_Rate] Default Bike_Same_Opt
0 50000000 250000000

I tried to change those values but nothing happend.

Also, any one knows how to Enchant the 4th Slot? I noticed that you just can't enchant the 4th slot on the NPC.
