Help in creating a Cabal Server for test

Hi!
So, i want to create a Cabal server for testing builds and items on my char... So can I create it and play on it like a GM or something that can give me all the items?
Is there a tutorial for that?
I was searching in forum and found many tutorials, but I dont know if it is about what i am searching for...
