Install .NET Framework 2.0 if not working try .NET 3 and .NET 4

It is telling you that your email server requires an secured connection and your app isn't authenticating properly to it. I don't recognise the app name so that is all I can tell you.

R0N is correct that you see a similar error if you don't have .NET installed and are running an early .NET app though. Anything built against later .NET versions actually tells you that you need to install it though.
