u need use IP Wan on WorldSvr_XX_XX.ini ipadress
ping urs IP WAN if u can connect on ssh then urs configuration is bad

If your router doesnt have loopback then you wont be able to play via WAN IP and you cant use LAN IP if you want to be public online.
As an alternative you could use Hamachi,..
Also, correct me if im wrong but on your router you only need to port forward:

Port: 38112 - NationWar Channel*
Port: 38125 - ChatNode*
Port: 38170 - GlobalMgrSvr

Router without NAT Loopback
Using on your world svr,
LAN IP = only LAN IP computers can connect (your WAN IP friends cannot)
WAN IP = Your WAN IP friends can connect but you on LAN cannot (Using LAN IP in your client is pointless since the server is using WAN IP)
Router with NAT Loopback
Same as above.
However,
since the router supports NAT loopback you can use the WAN IP in your client yourself and connect like a boss, same as you would be on LAN. ^^
A simple way to test if your router supports loopback is to enter your WAN IP:80 in the browser and see if your web site opens.
