Try to run manually by these commands:

service ChatNode_01 start
service EventMgrSvr start
service AgentShop_01 start
service LoginSvr_01 start
service WorldSvr_01_01 start

OR try to use the prerelease repack of toast located in development section. On that repack, no issues of .ini's not running, all are perfectly running. you only need to add more normal channels.
