How do I make myself a GM?

Yes, I know it's a stupid question, but I really want to know. Like the title says, I want to know how to make myself a GM. I have looked all over the forums but I found no guide on how to make myself a GM.

you can make yourself gm by downloading the GM TOOLS and edit your character to GM. I prefer Chumpy GM tools. or put in database nation 3

By GM, I did not mean the nation GM. I meant GM as in having the ability to use GM commands.
