I read that error as the data format in your cabal.enc is bad. Are your XOR keys correct?

can give me some guilde how to using XOR keys is correct

It defaults to the correct keys. You only need to change anything if the cabal.enc was packed with different keys and that would only be the case if it was an enc file from another server rather than a default one.
