How to edit CABAL DATA.ENC ?

I have tried to find some program to edit the cabal file '' DATA.ENC '' and i have no found some program yet.
Because when i try to open that, it show unknown characters, like ASCII Characters.

After edit and compress.... i am really unlucky.

I have discovered the problem is on compressor, is not compressing correctly, i did not edit the file i just decompress, and i compress again and i paste the file on folder of the game and gives error.
