how to make private server that can be connected by the crowd?

Thanks to the Staff at Regazone, which has allowed me to join in this Forum.
I want to ask for an explanation of how the way that people can play in the server that I wake (not the person who only connected to my LAN network only)
I want to make the Cabal Private Server itself
but I am confused and do not know how to make my server can be played by many people who are not connected from my LAN connection.
I hope someone in the forum can help me.

Buy root or vps server :)
If u want make svr on local then you need to have router to open ports, and your network provider must allow for that. Login at ur router open cabal ports.
Remember to use wan ip in worldsvr.ini
