You can use my GM tools (in my sig) to create new chars.
You are using the wrong stored procedure by the way, newchar is for new characters not new accounts ;)

It is because you are trying to use the wrong stored procedure, cabal_tool_registerAccount is for new accounts and cabal_sp_newchar is for something else.
T be a GM your nation must be 3 and you can set it with my gm tools.
