Just try to setup a server with new or different ideas then the other ones! It's always hard to find new and interesting things, but it's not needed to invent brand new ideas. A lot of people prefer a well running, good protected server with (and that's the point) administrators and GMs who really care about their players.
Then you should try to set up some events or maybe a new costume here and there and try to ask your players what should be changed or what could improve the fun.
costumes is easy and some modification about the client items..
but my concern is about the protected server...

No. I'm sorry but we've got a small server with extremely careful chosen people and it's not free for public so i really don't have to care about the "great" security issues. Maybe somebody else can help!
And possible cheats and hacks always change so you have to stay up-to-date! Nowaydays they develop some kind of hack that fast, that you got your new solution out there and stopped the hacker and 1 or 2 days later, he's back again...
