Need help with Rank up Quests fix.

Hi all. I have a question about Rank Up Quests fix. Someone know how to fix it ? I mean rank up quests 5,6 and quests for Volcanic Citadel. Eod and B2F... :) Bcoz if ppl want enter to dungeon they got DC. Any1 can help it ?

Are they using US client + Patch?
If EU there are always DC
