No alternative, working or not ?

The worsed case, while looking at the "Stickie"-Threads.
I want to set up a private Server for Cabal Online. So far so good. First try, never did that before. So, until now, i wasn't able to get it running, but i'm working on it. The Problem till now is not the Guides and so on, but my hardware...

Atm, i don't have enough money to pay a hosted server. We just want to play Cabal with about 3 Channels and... let's say round about 15 People. Small and familiar ;)

So. I HAVE to run it all on ONE computer (and play on it myself -.-)... no other options available yet. (Or ?)

Can you pls tell me, wether there is only the problem, that i dont meet the requirements for that or is there something else i have to think about ?

Hardware:
Harddisk: 640 GB, 7200 rpm, WD
CPU: AM3+, 6 Cores, each 3.3 GHz
RAM: 16 GB DDR3-1333
Base OS: Windows 7 x64 Home

Possible Project or not ? Any Alternatives ?
