Problem in Rank Class/Skill

How do I configure my server so that players only able to buy skills with corresponding class rank? For example: a player class rank novice can buy master skills ... the problem is in the database?

why? Cabal Elite the rank skill are locked... the player buy master skill only in rank class master... i need lock this... sorry again my bad english
