Removing "cool time for MP HP"?

It is possible to remove the cool time for potion's?...and how?

all coll times are stored in server but the client has a visual handle that can cause many problems if you remove it.
example: you remove the cool time in the server but the client will still show you the cool time for the potions. It`s a mess actually. I recommend you not to try it.

ok then,just tell me where they are stored in server to decrease them not to remove it
