Some tips for making ep8 server

I have read all threads in Tutorial sections but many many things I want to know more
and as title say ,I want some tips to making my own server ...

1. How to adding new skills ,new maps ,new items ,new mobs ... when Korea's cabal has updated ??
What files needed to look into???

2. How to read data from scp files ???... I have read item ,quest ,mobs.scp but dont know much.
They are different with Mu Online Server @@
