Strange account creation

Hi all Mods and members here lately strange things happen on my server everytime a new players create new accnt theres a premade char already exist even though its their 1st time to make char?

What could had been touch on my database pls help?

This happens when you delete accounts but don't delete all of the other things like the chars, inventory data, quests, skills and that sort of thing (it doesn't happen automatically). When a new account is created with a UserNum (in accountdb) that got deleted it will use any data left from the old account.
