I think what he's trying to say, is that the CabalToolz web UI isn't reachable from outside of his network, despite his attempt to map the port.
Wesley, as crazy as this may sounds, would you mind to explain it again in your native language and run it through google translate?

dont give him local ip..
give him ur centos ip.
if its over hamachi make sure he is connected to hamachi and uses hamachi ip of centos.
u can find out wats ur centos ip in terminal with

iand i know i dont have to give him my local ip
127.0.0.1 is for the machine thats running the servers
wan ip is for peaple outside your network to get to the ip where the ports listen to
elz thay could not play from there home already
i dont run with hamachi it lags i run over wan ip
but it wont conect over wan always telling conction is closed but ports are opend

if it says closed then your ports are closed.
Some ISP's block the ports automatically from their server side.
So if you open any port... it will close in about 30seconds.
But those opened ports will not close automatically for the people that live in your area and use the same ISP.
Trust me on this,ive read alot on how to bypass this and its IMPOSIBLE unless you call your ISP managers and ask them to open/unblock your ports.
But i wouldnt suggest you do that because they will start asking why/for what you want them to be opened and wat ports you want to be opened.
And they might track your connections and this could lead to big troubles such as they could sue you for big papers...
like thousands of dollars.
so i suggest you try hamachi.
Try Open Port Check Tool to confirm if the port is reachable WAN side.
taht wont help..
if his ports are open ...it will say they are.
but others wont be able to connect anyway to his network...its just an auto blocker on the ISPs server side.
I can see your service on xx.xx.xx.xx on port (1433)
Your ISP is not blocking port 1433
Can you do a simple netstat to check if the ports are open or are being used by another process?

agree on you some ISP really blocking not totally the port butthe whole connection of internet. Ive already test this, some of client can't connect Id speak to my ISP, they brought technician to check but still they don't know why, so it means its in ISP. cause if not, why other can connect freely and some are not

Of course sir they wont reach if you netstat them cause if the ISP really blocking even if you open all the ports it wont still connect
1433 is related to MSSQL, you usually don't want this port to be reachable WAN side without proper firewall rules.
What are you trying to do? Are you trying to host CabalToolz on your local machine (where the DB resides) or on an 3rd party webhost?
Have you even read what you wrote there? If so, do you have any idea what you're talking about?
http://canyouseeme.org/ checks if the port is reachable from the internet, and even if there's some sort of service behind them. So yarr, that'd help.

well i run the server for me and frends i puted much work to get everything working right onlie no new dung etc
but 1 of my close frends i wand to give toolz
but it wont work on the wan ip :s

Yea, but in case it's not the ISP blocking his port, it might have been another process or the firewall itself blocking the port. Netstat has some very nice "options" to check if those are the case.
Also try typing in "setup" in the command line and checking the firewall settings for "extra high settings" or something.
